Dr. Jobson Oseodion Ewalefoh, Director-General of the Infrastructure Concession Regulatory Commission (ICRC), has announced the resolution of the prolonged Public-Private Partnership (PPP) dispute over the Murtala Muhammed Airport Terminal Two (MMA2) in Lagos.
In a statement recently released, he praised President Tinubu’s intervention as a “masterstroke” that cleared a multi-administration standoff between the Federal Airports Authority of Nigeria (FAAN) and Bi-Courtney Aviation Services Limited. The conflict stemmed from disagreements on exclusivity clauses and competing infrastructure development.
Dr. Ewalefoh highlighted the President’s adherence to rule of law and due process, achieved through collaboration among the Ministry of Aviation and Aerospace Development, Bi-Courtney, and ICRC. This outcome removes restrictions, enabling new projects like Lekki Airport and support facilities in Lagos.
Dr. Ewalefoh also stressed that the resolution boosts investor trust by showcasing policy stability, regulatory predictability, and respect for contracts—key pillars of thriving PPPs. ICRC vows to uphold guidelines prioritizing value-for-money, transparency, public interest, and alignment with national goals.
